2024-11-04: Updated labels for Other efforts in Time Allocation

The terminology in Time Allocation is updated to better explain time that is spent on tasks not tracked in Issue tracking systems, and to make it easier to find this information.

When an individual spends part of their day on tasks that are not clearly linked to a specific work item, pull request, meeting or other known category of work, this will be classified into the category "Other efforts".

The previous label for this work was "No Issue or PR activity" which could be misinterpreted as time when no work was occurring.

Additionally, this category of work is being moved to the top level of allocation make it easier to track as a trend.
